At its 53rd meeting (Geneva, June/July 2005), the Standing Committee considered a report from the Secretariat regarding the implementation of the Convention in, and illicit trade from, Nigeria and agreed that insufficient progress had been made by Nigeria in relation to its action plan to improve implementation of CITES.
Consequently, and with immediate effect, the Standing Committee recommends that all Parties should refuse any import from and export or re-export to Nigeria of specimens of CITES-listed species. This recommendation will remain in effect until Nigeria has enacted adequate legislation for implementation of the Convention and will only be withdrawn once the Secretariat has confirmed, by in situ verification, that CITES is being adequately implemented in Nigeria.
