Category B Parties consist of Parties markedly affected by the illegal trade in ivory. The identification as 'Category B Party' with regard to a country’s role as source, transit or destination country of illegally traded ivory is based on ETIS analyses submitted to each meeting of the Conference of the Parties to CITES in line with Resolution Conf. 10.10 on Trade in elephant specimens. In accordance with Step 1 of the Guidelines to the NIAP Process contained in Annex 3 to Resolution Conf. 10.10 (Rev. CoP18), the recommendation to develop a NIAP is made by the CITES Standing Committee.
The Standing Committee at its 65th meeting (SC65, Geneva, July 2014), mandated the Secretariat to make the NIAPs of Category B and Category C Parties public. These NIAPs are available publicly on this webpage. The 17th meeting of the Conference of the Parties (CoP17, Johannesburg, September 2016) directed the Secretariat to make all NIAPs and progress reports publicly available on the CITES NIAP webpage. The Secretariat will continue to make all NIAPs of Category B and Category C Parties available on this webpage, in accordance with Step 3 of the Guidelines to the NIAP Process.
